This makes the fan community confused because these Pokemon looks like cats rather than dogs, leading to some people call them Legendary Cats. Calling them cats or dogs is not true because they are not really one of those animals. They are fictional and legendary, meaning they can be anything.
The Paradox forms of Legendary Beasts have turned their own versions into dinosaurs, but that does not mean they are now a legendary dinosaur. It is the beauty of the series, any Pokemon can be anything. Saitou also said that he wanted the trio's silhouette to look like a cat or a dog.

Freak game initially did not give any official term for Entei, Raikou and Suicune, so fans had to find ways to distinguish these three species from other legends.
