These children sucked all her life force and she gave birth to them and died on the riverbank. The kids survived by some miracle and a year later we see these oddities starting to appear everywhere from children to pre-pubescents.
All For One was terrifying at the age of four and the story reveals that he was born an arrogant child who thought he was born to demand everything in the world. While he was spreading terror, the other was weak and small and tried to stop his brother in every way possible.
These kids are also inspired by comics but in a very different way. All For One loves the idea of being a villain with all the power to become All For One. So he also killed the famous glowing child who gained fame and gained his powers.
