Luffy’s bounty only increased from 1.5 billion Berries to 3 billion. This is not only lower than Kaidō’s 4.6 billion, but shares it with the Eustass Kid and Trafalgar Law. Considering how Luffy defeated Kaidō one-on-one while the other two defeated Big Mom two-on-one, this seems pretty unfair. However, as proven time and time again, bonuses are not always a true reflection of strength. There were several factors that led to Luffy and the others receiving the bounty they got.

What makes this bounty boost feel particularly appealing is the fact that he shares it with Kid and Law. While Luffy can fight Kaidō one-on-one, Kid and Law need to work together to defeat Big Mom, who is said to be the weaker of the two Emperors. With this in mind, Luffy’s bounty seems like it should be a bit higher than theirs.
With all that said, it’s important to understand Luffy’s decision to cap his bounty at 3 billion. First, this bounty reflects what the world knows about what happened in Wano. Since the country’s borders were closed, the flow of information regarding what was really going on inside was severely limited.
