Pokémon Adventures, Chapter 33: “The Winged Legend”
Pokémon Adventures was created by Hidenori Kusaka and Mato in 1997. Chapter 33, “The Winged Legends” reveals Team Rocket’s plot to create a legendary Pokémon that could in some way compete with Mewtwo upon further testing. A stolen Eevee was tested to evaluate how its evolutionary powers worked. In Chapter 19, “Blame the Eevee”, Red fought it and was amazed to see its attack pattern constantly changing to match his attacks. Usually, this Pokémon is a normal type, but it easily uses fire, water, and electric attacks.
Eevee was able to shift its form from evolution back to its original state thanks to a device placed in its ear by Team Rocket. As a result, the criminal organization was able to use the power of three different elemental Pokémon in one. If that level of control isn’t terrifying enough, this is just a test run to create a more powerful hybrid. Using the results of testing on Eevee, enabled by the combined power granted by the gym badge on the device, Team Rocket combined Moltres, Articuno, and Zapdos into a legendary Pokémon prototype that Red faces in Chapter 33.

Being able to combine the legendary trio of species is no easy feat, but it is an awe-inspiring and terrifying concept.
