The dog part, on the other hand, represents his extreme loyalty to the World Government and their idea of justice. As the dog of the Supreme Government, he cannot be persuaded or persuaded to change sides like Aokiji. This makes him more of a force of nature than someone with true motives like Blackbeard or maybe even Im. This dehumanizes him in a completely terrifying way.
