This ability’s cooldown has been slightly increased at late ranks, from 22-10 seconds to 22-14 seconds. In addition, Sivir’s ultimate now grants less Movement Speed to allies, but has additional tools to make this champion stronger (skill resets on kills, basic attacks reduce other skill cooldowns) while buffing for 0.5 seconds).
Powerless against Gwen, Riot makes a comprehensive adjustment

Although not a reworked champion like Sivir, Gwen also has adjustments in both Passive and 4 skills in patch 12.13. Riot said these changes are intended to help players deal better with Gwen in the tournament, while not losing the inherent strength of this champion.
