Kenjaku has consistently proven that he is a master manipulator, so it’s no surprise that his plans for military invasion are more than he thought.

Two days before the fateful match between Kenjaku, Yuki, and Choso, Yuji’s group notices that nearly a thousand people have suddenly entered their Culling Game colony all at once. In a flashback it is revealed that Kenjaku visited the White House in the United States with the intention of persuading the US government to authorize a military invasion of Japan. Kenjaku informed the Americans of the existence of Jujutsu sorcerers and Cursed Energy. He convinced them that it would be in the interests of both America and Japan to hunt down and kidnap these sorcerers for research purposes.
Chapter 209 finally begins to show what happened during the aforementioned military invasion of the Culling Game. It is worth remembering that when Kenjaku talks to Choso after these events, he implies that everything is going according to plan for him. In other words, things didn’t go well for everyone else, including the soldiers who weren’t witches. As it turned out, Kenjaku had lured troops from different countries into a trap to carry out his own plan.
Kenjaku’s Final Plan Revealed
Kenjaku tells Uraume that except for Tokyo and Sendai, the Cursed Energy of each colony is still not enough. Armed forces from different countries are meant to assist in that regard. However, he did not expect a violent skirmish between the sorcerers and the soldiers as many sorcerers did not want to kill. Takaba, one of Yuji and Megumi’s allies, is one such witch despite having a powerful Cursed Technique that can rival even Gojo. On the other hand, troops are likely to retreat if casualties increase and Culling Game players are unlikely to pursue them, as non-witches don’t give many points.
Kenjaku doesn’t really hold a contest between sorcerers and soldiers, as it is a law of nature that non-witches cannot win. It’s unclear if he really wanted the soldiers to succeed in abducting any sorcerers, but it’s unlikely that they would defy. After all, his real goal has long been the mass slaughter of soldiers using the countless Cursed Souls he has released into colonies specifically for this purpose. When the soldiers died, they would release large amounts of Cursed Energy to make up for the shortfall in the colonies and end the custom before merging with Tengen.
Despite Kenjaku’s certainty that non-witches could not defeat witches, the US military proved that they were capable. They killed at least one witch because it seemed impossible to capture him alive. The sorcerer in question is Haba, one of Yuji’s first opponents when he joined the Destruction Game. The soldiers also easily caught Remi, who caused Megumi a lot of trouble by tricking him, then took him to meet Reggie.
The Americans finally figured out the location of Yuji’s group and immediately attacked. Megumi deduces that they are soldiers and wonders if their goal is to protect the people of the colonies. As they continued to attack without warning, he assumed that was probably not the case. When the chapter ends, Megumi prepares to counterattack, hoping to directly interrogate the soldiers.
