Giving Pikachu the ability to speak at will would immediately remove that feeling, as Pikachu would no longer feel like a pet, but more like a human character. It’s hard to imagine what the series would be like if Pikachu spoke, as the lack of communication and overcoming it is such a big part of the early episodes of the series. Ash and Pikachu being so in tune with each other would be much less impressive if Pikachu could express his feelings, after all.
Of course, the idea of Pikachu speaking eventually came back in 2017's Pokémon the Movie: I Choose You!, where Pikachu spoke to Ash in human language during a hallucination. Yuyama also directed that film, so it seems like they're revisiting the idea of Pikachu speaking, at least once, just to say the words Ash needs to hear at that moment.
Overall, it was definitely the right decision to keep Pikachu as a normal Pokémon, incapable of talking to humans, as this ultimately led to one of the most iconic elements of the series.
