Rell has had a really bad time in the Summoner’s Rift arena of League of Legends because her win rate has hit the bottom, her time to return is about to begin.
After a long wait, Rell has finally determined to return with a brand new skill set at patch 13.11. This information was announced by Riot Games design director – Stephen Auker on May 12. Reworked version of Rell will land on LoL’s PBE test server next week.

Rioter revealed that this change is expected for Rell will make players feel more interesting when experiencing this champion, but the skill set of Rell remain the same, but not completely renovated. They shared that “Old Rell should still be kept, just adding more summoner spells to make her better.”

Riot has revealed about the new change in E skill of Rell in a blog post this past March. As can be seen, the new flexible skill set will help Rell have more potential in solo queue in the near future.
Accordingly, Riot shared that her strength after dismounting will become stronger and stronger. .’s passive and W skill Rell was also reworked, which could give Rell a powerful makeover, even in lanes other than Support.

Auker posted on the latest post that: “Rell will become stronger, maybe many people will build her in a different playstyle than Support, however, we will make sure it doesn’t go away. is too limited, and Rell Support is still the best choice that players should use.”
So with only one or two versions left, we can already see Rell return spectacularly, hopefully after this promotion from Riot, she will be more popular. Rell rework will be available soon after the Ivern update, but there are a few issues that the development team has delayed this update, so it is likely that Rell will have to wait for the Ivern remake to come out. It will be my turn first, but soon. Before the mid-season starts, they will be completely renewed.
League Patch 13.11 is expected to launch live servers on June 1, according to Riot’s schedule.
