The thing all devil fruit users have in common is that they cannot swim. If a large portion of a devil fruit user's body is submerged in water, they will become weakened, with their own devil fruit powers being neutralized. This disadvantage prevents most Devil Fruit users from being able to move directly through water.
However, there are some people who have overcome this limitation to cross the water.
Kuzan
Kuzan rides his bike on frozen sea water
Kuzan's Hie Hie no Mi ability allows him to create, control, and become ice people. By freezing any body of water, he can easily traverse it with his Ao Chari bike.
He used this to confront the Straw Hat Pirates at Long Ring Long Land. It is unclear what happened to Kuzan's bike, but some time after Kuzan resigned from the Marines, the Camel became his companion. Kuzan was riding on the back of Camel, a large penguin that moves across the water.
2. Sanjuan Wolf
Sanjuan Wolf submerged his whole body in the water
Sanjuan Wolf is a giant from West Blue. His past crimes were deemed horrific enough to be erased from history.
Wolf's devil fruit is the Deka Deka no Mi, which allows him to develop his body further, perhaps that is why he is nicknamed “Giant Battleship”. In this form, he is said to be the largest giant in the world, dwarfing even the ancient giants, who were famous for their immense size.
Unlike most devil fruit users, Wolf appears to have the ability to move through water simply by walking through it. His great size can keep his body dry enough to not trigger his weakness to seawater. He seemed to suffer some degree of exhaustion while in the water, but was still able to stay in it for quite some time without problems.
3. Avalo Pizarro
Avalo Pizarro was a deposed ruler. His Devil Fruit is the Shima Shima no Mi, which allows him to truly become an island, by merging with it and then controlling it.
This ability has the unfortunate weakness of making Avalo Pizarro vulnerable to any “pain” the island itself endures. However, it seems to be stronger than other devil fruits in one aspect.
By becoming and controlling an island, Pizarro can seemingly travel through water. Since the Shima Shima no Mi is a fairly new devil fruit, this isn't explained much. It's possible that Pizarro's body wasn't merged with the entire island, or that any supposed “island” body wasn't submerged enough in the water to be of any real disadvantage to the pirate. However, both statements are just speculation for the time being.
4. Charlotte Perospero
Perospero rides a sea slug, Candy Sea Slug Homie, across the water
Charlotte Perospero is Big Mom's eldest child and a prominent member of the Big Mom Pirates. He was assigned the role of Minister of Candy, for having eaten the Pero Pero no Mi devil fruit, which allows him to create candy and seemingly transform it into countless objects, including weapons, prosthetic arms, and even is a fully functional laboratory.
Perospero created a candy sea slug, capable of transporting people across water. Big Mom added her own touch to this creation by bringing it to life with the power of her Soru Soru no Mi, allowing it to attack the Straw Hat Pirates.
5. Portgas D. Ace
Ace rides the Striker, a raft powered by the Mera Mera no Mi's ability
Portgas D. Ace possesses the Mera Mera no Mi devil fruit, which allows him to control and create fire. Ace's teammate, Masked Deuce, created a raft that Ace could use to travel across the sea. Powered by the powers of the Mera Mera no Mi, the Striker is Ace's primary means of transportation across water.
Even when he joined the Whitebeard Pirates, Ace still used Striker many times. Ace is seen using Striker to move around on his own in both the Alabasta arc and the cover story, where he attempts to pursue Blackbeard alone.
